As the planet's population continues to climb at a dangerous, the Eskelian Government requests a stop to immigration.

The Eskelia Government tries, and fails, to stop immigration from arriving at the planet. The government claims that their infrastructure, and the low number of trade and support ships, makes supporting the population increase difficult. Mass immigration due to the war has caused the planets population to rise over twenty million and continues to climb with the arrival of more ships. At first, passenger companies think that the threat is a bluff but when several surface batteries fire on approaching ships, these companies realize that the government is serious.   Rather than stop their ships, these companies instead decide to risk it and run the defense systems, landing ships directly on the surface rather than go to the main cities.
