Theba City
Sometimes called the Pearl of Pella, Theba is the third largest city in Pella after Ampheon, Philippa, and Thessia. In pre-colonial times it was a maritime trading port of little significance, known for a successful fish trade and pearl-farming in the warm, shallow waters of the bay and estuary at Cape of Good Fortune.
Shortly after the Finn and Katon colonization of Pella, gold was discovered in the sediment of the River Theba causing a massive gold rush and sparking the first Peninsular War between Finn and Katon forces.
Today, Theba is a massive industrial hub, manufacturing steam engines, seafaring ships, industrial equipment, steel, you name it.
The Theban central government is extensive, with congress, the admiralty, the exchequer and the treasury in the center of the oldest part of town right next to the river where Ampheon's Crossing marks the largest and oldest standing bridge (a previous bridge in this same spot was sold by Ampheon and he was forced to replace it with the bridge that stands today when the new owner came to take away his new property) to cross the River Theba.
Most of the industry hugs the riverfront and numerous canals East of Ampheon's Crossing. Which means that the wealthy and powerful tend to live in the low hills to the West (to avoid the miasma of industry of course). The poor and working class folks tend to live to the South and East of the city in cramped tenements.
Once protected by a massive city wall, the city is now too large and too sprawling to protect in this fashion. Instead the city is protected by a few small forts in strategy locations, most notably Fort of Good Fortune that guards the seaborne and Southeast approaches to the city. In addition, the Tower Reservoir on the West side of the city has been rigged to rapidly flood the plains South of Theba in the event an invader comes from that direction. It's unknown exactly how much of the Southern wards would be destroyed in such an event, but it's sure that some of them would be.
