Phileon
A medium sized military town north of Theba. Phileon is the home to the Theban privateer navy and a substantial land army force at Fort Phileon where they patrol the Northern approaches to Theban land from both the Staunton Turnpike (from Swiftrun Valley) and the Coast Road from the Thessian Main.
Once a serious rival to Theban sea trade Phileon was a vibrant and boisterous coast town famous for white washed stucco buildings and pearlescent rooftops. After the discovery of gold in the River Theba, Phileon's hopes of trade dominance faded. It eventually became a hub of pirate activity.
For decades it's location, North of the River Theba, so technically outside of Katon territory and South of Swiftrun Valley and therefore not in Thessian controlled territory, made it a hotbed of rebellious and lawless activity in the early colonial period. The protected Phileon bay, numerous inlets and small islands in the surrounding waters made it nearly impossible to police from the sea. Eventually at some point in the 1st century ER, when Katon and Finn were on particularly friendly terms they agreed to put an end to the pirate activity here by launching a combined land and sea attack on Phileon and ultimately installing Theban governors in the city.
Today Phileon is the home to the disavowed Theban Privateer navy. The same features that made it impossible to police from the sea make it an ideal location to base a small semi-professional navy.
In addition, Phileon is known for its high quality farmed Poplar harvested for use in ship building.
Finally it is a land-sea trade hub for goods coming out of Swiftrun Valley and heading on South to Theba overland or sea, or back to the Thessian Main, Theba has special trade agreements with Thessia that allow them to pass goods through Theban territory for a minimal tax as long as it's not meant to trade within Theba proper.
Phileon has a small free-trade zone in its port for precisely this purpose. This part of the city is walled off from the rest of the city and contains enclaves of not only Thessia, but Finn, Katon, Philippa, and even Naukratis. This section of the city is pristine and heavily patrolled by Theban Marines and city guards. It's also full of amenities for travelers from all over Ecumene. The walls between the city and the free-trade zone are manned by an equal force of 80 city guards and 80 Theban Marines. and the space inside the walls is legally considered to be the open sea for the purposes of the Marines that patrol and guard this area.
