Structure

The Thieves Guild are forbidden from killing during their missions. Similar to The Webbed, its hard to fight them but it is known that the central HQ of the Thieves is in Isen Asari and it makes it easy to locate members due to a crest and semi uniform, but because of the Domains laws they can't be arrested inside of their city.
