According to the Book:

The large town of Gatherhold, built into the rocky outcroppings and hills along the eastern shore of Lake Cyre, is a shared town. All the halfling tribes can use it. The tribes come to the town to trade, hold celebrations, attend tribal councils, or find protection from the elements or hostile forces. House Ghallanda maintains the town and keeps a presence there even when all the tribes are away.
