Uul Dhakaan

Jhazaal Dhakaan, the first Dhakaani emperor, was perhaps the greatest duur'kala the world has ever known, and she united her people through an act of epic magic. When the Dhakaani dream, they don't create their own islands in the Ocean of Dreams like most mortals do. Instead, they are drawn into a stable region in the Ocean, a vast ongoing dream they call the Uul Dhakaan, the Dream of Dhakaan. The Uul Dhakaan is a dream of what the empire could and should be, what it should represent. It is literally a single, enormous dream within the Ocean of Dreams, a single dream that once supported and united every dar in the empire. The Uul Dhakaan reinforces the traditions and cultural values of Dhakaan, and thus shapes the psyche of the dar. The Kech Dhakaan believe in the empire of Dhakaan because they see it every time they go to sleep, and they are reminded of what it was, and what it could be again.
The Uul Dhakaan is populated by the living dreamers, but it is also home to countless figments. These figments are characters within the dream, but they aren't mortal dreamers and they don't exist outside of it. Many of them are nameless background characters, soldiers and artisans, but the Uul Dhakaan also contains figments of the empire's greatest champions, whose memories and personalities have been preserved in the dream. These facsimiles are not actually those people, but representations of them that can be used to further reinforce the values that the Dhakaani held. 
The Chot'uul maintain the Uul Dhakaan, and vigilantly keep watch to ensure that it remains free of Quori manipulation. Quori that do attempt to manipulate the Uul Dhakaan are met with the full force of the empire.
The magic of the Uul Dhakaan ensures that the throne in the Imperial Palace remains empty. When the Heirs of Dhakaan finally decide on who should lead them as the next emperor, that individual will hold the throne in the Uul Dhakaan as well as on the material plane.
