Lightwings

It's like a collection of the world's nicest people. Charitable, kind, and intelligent enough to know when someone is trying to take advantage of them... though I have no idea what they actually do about it.
When conflict arises, when disaster strikes, when people displaced, threatened, or suffering en masse, they'll be there. The mission of Lightwings is to aid those afflicted by conflict or disasters (natural or otherwise).   Be it a battlefield hospital with the charge of saving lives on all sides, or food and supplies after catastrophe, Lightwings can likely be found there in some capacity. It would be the epitome of a philanthropic organization.   Lightwings, derived from the "Red Cross" oragnizations worldwide, is one of the few entities which most countries will allow in their territorial space, so long as they obsurve the rules and avoid things such as no-fly zones.   No country wants to antagonize this agency, as that would be setting themselves up as political adversaries of essentially every other nation, exclude them from support (if needed), or, paint some seemingly invisible mark on the authority causing grief. It seems those who continually cause trouble for Lightwings meet some questionable end, or go missing and come back so frightened of stepping on the agency's toes that they'd sooner die than somehow cause them any inconvience.
