Charles Leclerc

Charles Stanford Leclerc (born 14th January 2016) is the Canadian founder and CEO of Echelon International. Born in Montreal, Quebec, his wealthy family moved to London, Ontario while he was still an infant. He attended a private school, attaining excellent grades, and enrolled in the University of Toronto. He received degress in both Business and Security after a short study.

In 2042, Leclerc founded the private security agency Echelon Security. It focused on intelligence gathering and surveillance, quickly finding contracts with the Canada Communications Security Establishment, the American National Security Agency, and the British General Communications Headquarters. While his company was focused on signals intelligence at first, he soon transitioned them to more heavily employ Operatives.. As of 2068, this is the company's main business model.

Although Leclerc runs the company, he has little day-to-day influence on it. He has often described himself as a 'disruptor', and occasionally interferes in his company's business however he sees fit. He has also been the subject of several scandals, including two divorces and three confirmed affairs.
