An aging servant of the Arcaeland Federation and Townmaster of Faeveinfall, Willard Cotter was a firebrand in his youth but in recent years has taken a turn for the worse, and has spent a good amount of time in ill-health. When the Plague of Iarae struck the town, Cotter was one of the adults most affected.
