Council of Kalana

The Council leads the Scavenged Island in all matters: conflict, industry, public image. The Council's five seats are in constant contest, and are one of the largest sources of conflict in Kalana. The current members are the Masked Smuggler, the Regnant Thief, the Louche King, the Piscine Reverend, and the Reverent Shipwright. The Smuggler, Thief, and King all represent different piratical factions, while the Reverend represents the cult of Shassi and the Shipwright represents the assassins' and thieves' guilds.
The original five members were the Manic Painter, the Pale Recidivist, the Bladed Harridan, the Mercurial Saboteur, and the Inquisitorial Cacodemoniac. The Painter represented so-called "artful" criminals, the Recidivist and Harridan represented pirates and career criminals, the Saboteur represented those seeking amnesty - usually because of crimes they committed - and the Cacodemoniac represented those whose religions or magics were demonized.

Structure

The council members lead Kalana unequivocally, though there is no official manner of succession. Each of the five members is as equal as they care to be.
