Sirin, also known as owl folk or owl people, are featherfolk who have the heads of owls. Despite their kinship to other featherfolk by virtue of their feathers, they cannot fly, having lost the abillity millennia ago.
The only city with a majority sirin population is Cloud Nine, said to be the ninth iteration of a floating city constructed aeons ago. It is unknown how long ago the sirin colonized Cloud Nine, and who the original inhabitants of the city were. Cloud Nine's government is known as the Council of Owls.
