Xuehua

Xuehua is an independent human city which broke away from the Empire of Xin nineteen years ago. Queen Hui Tai, a human, led a rebellion for the independence of the city of Xuehua from the Empire. She was successful, using powerful magic to defeat Balathriin, an adult White Dragon and Dragon Lord of the city.
The Dragon Lords keep the truth of Xuehua a secret. Rumors say that the island is prosperous under the leadership of Queen Hui Tai, but reliable information is hard to come by as the Dragon lords actively suppress travel to the island and information about it. Still, it remains a promised land of freedom for many Humans who suffer within the Empire.

Government

Xuehua is led by the enlightened rule of Queen Hui Tai, a powerful mage. Queen Hui Tai is known to have four daughters: Princess Hui Lan, Princess Hui Ai, Princess Hui Mei, and Princess Hui Yu.
