An entire country begs for aid.

With the unprovoked attacks from the Dalasurian Army, civilians of all kinds leave anything they can't carry and head for the closest border crossings. With neighboring countries beginning to help the refugees, Dalasur decrees anyone who aids these 'deserters' will themselves be deemed criminals in the eyes of the Crown. Large portions of the refugees deem it prudent to head to the College of The Arcane Order, a known neutral entity, to regroup and gain some sort of respite.
