Azure Dragoon

The Azure Dragoon is the very image of Cardia for most of Ducorde's inhabitants. An imposing figure in cobalt armor, their face always hidden, their identity always a secret, serving their country as its spear, its strength, and its symbol. The Azure Dragoon is said to have power over all in Cardia, dwelling on the Fifth Ring of Cardia, above all others.
In reality, the position of the Azure Dragoon appears to be largely symbolic, especially with the events of the reign of King Jessamine Dravanor. The method of selecting the Dragoon is unknown, as is the nature of the Dragoon's responsibilities or their true role in Cardian politics. The Azure Dragoon typically never strays beyond the borders of the country, save the occasional diplomatic visit alongside the King. 
The Azure Dragoon does put in an appearance twice a year at the Dravanian Academy, and engages the top dragoon in a ceremonial duel at the conclusion of the season. While records were not always kept of the outcome of these battles, the Azure Dragoon is currently on a 615-year winning streak, dating back to the first recorded result of these matches. 
TRIVIA

• Was found in the Triad by the party, turning in a bounty of a crate of metallic scarabs in return for a Dragon Mask. Yves helped himself to a single scarab. (Similar crates of scarabs were later found in the Viesen-Croyle Factory in AZYS territory. Linnet acquired a handful of these scarabs.)
• When confronted by Isa, the Azure Dragoon said they knew what was happening in the city, and they did not consent to it.
• Orrey's questions were ignored.
• Weeks later, Orrey received a letter requesting art of the Azure Dragoon.
• With the possibility of Cardian war rising, Isa was told to aid the Azure Dragoon, even if it meant defying the King.
• Reports indicate the Azure Dragoon is traveling throughout Machanon.

INTEL

• One (Isa, 79.1) - While the veracity of painted portraits has been in doubt ever since King Beregond Dravanor was revealed not to be seven feet tall or sporting a lush black beard that stretched to his waist, the Azure Dragoon's appearance has changed slightly in the hundreds of years since the position was created. The style of the armor has been consistent, but the height, weight, and general build has changed multiple times. The current Azure Dragoon is roughly six and a half feet tall, and there is a modulation to their speech that disguises the Dragoon's voice.
