"Foreword by the Author:

Shortly after the Second Worldwaking and the collapse of the Green Kingdom School of Arcane Sciences, I began my foray into the study of the planes. During this period, I realized that not only were there few resources on the subject, but the existing resources were hundreds of years old, unneccesarily confusing, and in some cases, downright wrong. This book attempts to make a comprehensible and complete guide to the planes for the modern era. We will start from the ground up as I did: First, in chapter one we will be exploring some known planes, then in chapter two we will move on to the connections between those planes and their relativistic properties. In chapter three we will go over a couple methods for traveling from one plane to another, and then in chapter five will be a review of basic divination concepts we will be using. Finally, in chapter six, we will put all this knowledge together to construct a methodology for interplanar divination. In chapter seven, we will discuss variations that can be made on the procedure outlined in chapter six - especially useful for some pesky planes that are more secluded. It is my great hope that this compilation of knowledge will be useful to the arcane scientific community in the future, and, as always, may Archadon smile on you all. -Sylverius Argona, DT 464

Why Interplanar Studies?

The question is a common one. One might say, 'I’ve never been to another plane, why do interplanar studies matter to me?' However, this question vastly underestimates the subtle yet extremely common ways that interplanar studies affect our everyday lives. A conjurer creates a fire sprite. A wild-magic druid shifts from one tree to another. A diviner looks into the past as if it were happening before their eyes. All these things depend on the existence of other planes. Without other planes, there is no source of fire sprites; there is no path from one tree to the next; there is no place where the past can be seen as clearly as the present. Even to the non-magical layman, interplanar studies still have an effect. Where do we go when we die? When I pray to the gods, where do my prayers go? How do I explain strange feelings or happenstance, like a pair of eyes watching me in the dark? All of these can be clearly and logically explained by planar fractology..."   ____________________________________________________________________________

TL;DR:

After reading this book, and as long as you have it in your posession, you have the ability (through ability checks) to use, repair, create, or just generally be knowledgeable about any of the inventions mentioned here. Inventions include:
  • An interplanar amplifier, which helps a spell like "Scrying" or "Sending" reach another plane when that proves difficult.
  • A new, nonpermanent portal from one plane to another, even in cases when the properties of the plane usually block it.
  • A device which allows you to triangulate which plane any person is on, provided you have an object belonging to them.
After reading this book, you have advantage on History or Arcana checks about the other planes mentioned in this book. (I won't list them all, but it's some pretty standard ones and some weird ones that aren't from the vanilla DnD lore.)   This book was either made by a madman... or maybe made by someone from another plane, and the text managed to make its way here? The Dreamworld plane doesn't seem to come up anywhere in the book specifically, but there are other similar "insulated" planes throughout the cosmos, that are similarly hard to get to. The inventions in the book claim to be able to get around this. This book claims that every plane HAS to be connected to another plane, at least through one permanent portal. A plane that becomes cut off 100% from every other plane ceases to exist.
