This is one of the foundational Popular Decrees of the Empire of Sirine. It was passed shortly after the Revolutionary Period. It declares that all citizens are automatically members of the Communist Party.

Popular Decree #3: Membership in the Communist Party of Sirine

1. Acknowledgment: As Monarchical Decree #1500 officially declared the Revolutionary Period of Sirine concluded, the People of Sirine have resolved that the time has come to revise the structure of the Communist Party.
2. Membership: All citizens of the Empire of Sirine are ipso facto members of the Communist Party, with equal suffrage regarding matters of party business.
3. Right to Vote, Denial of: No citizen shall be denied the right to vote on state or party matters except on conviction of the crime of treason against the Empire of Sirine.
