The Golden Council

Quillfell is governed by several wealthy aristocrats. They are largely venal and self-serving but as long as the interests of at least some coincide with the needs of the city things work fine.
Each of the four councillors tend to form factions that are dependent on the issues at hand and the webs of power are ever-changing in a way that is confusing to outsiders and causes considerable bureaucratic paralysis.

Structure

Ingwag Varidotr: Female Dwarf Fighter, Evil. Ingwag has a narrow face, with tangled auburn hair and light amber eyes. She wears chain mail and wields a long sword and short bow. Ingwag is hunting the giant who slew her mentor.
Orin: Male Dwarf Aristocrat, Evil. Orin has cropped black hair and blue eyes, and a sharp nose. He wears fine raiment and a dragonscale cloak. Orin is searching for an ancient artifact of evil.
Horbja Hafridotr: Female Dwarf Necromancer, Evil. Horbja is stout, with silver hair and bright amber eyes. She wears dark robes and wields a club and sling. Horbja is merciless and insensitive.
Khudu: Male Dwarf Illusionist, Neutral. Khudu has auburn hair and large gray eyes, and a distinctive mark on his face. He wears well-made clothing and wields a quarterstaff.
