Cowl of Warding
Cowls of warding were types of enchanted headwear created by the clerics of Mask and used by the Shadow Thieves of Amn.
This headpiece of fine black cloth covers the wearer's upper face with a half-mask and hangs to the shoulders in the back. It counts as a hat for the purpose of determining what items can be worn together. The wearer of the cowl is protected by a mind blank spell. and acts as if wearing a ring of freedom of movement.

Cowls of warding were made out of thick black cloth that covered the wearer's entire face, leaving only a slit exposing their eyes.Powers
Cowls of warding were enchanted to shield the wearer from mind-affecting spells and rendered them unrestrained as if under the effects of the freedom spell.Mechanics & Inner Workings
Freedom of Movement: For the duration, the target’s movement is unaffected by difficult terrain, and spells and other magical effects can neither reduce the target’s speed nor cause the target to be paralyzed or restrained.
The target can also spend 5 feet of movement to automatically escape from nonmagical restraints, such as manacles or a creature that has it grappled. Finally, being underwater imposes no penalties on the target’s movement or attacks.
Mind Blank: Until the spell ends, the wearer is immune to psychic damage, any effect that would sense its emotions or read its thoughts, divination spells, and the charmed condition. The spell even foils wish spells and spells or effects of similar power used to affect the target’s mind or to gain information about the target.
History
These pieces of protective headgear were originally created by the clergy of Mask, the god of thieves.
When The Mighty Menagerie defeated Jacoby Drexelhand he had this on him. It must have been helping him with his dealings with Gruzzussk D'Achtend. Barlo has been in possession of it ever since.
