Without enough cobalt in soils it can cause grazing animals to fall ill of diseases like coast disease which is caused by a cobalt deficiency. But if cobalt gets on the skin it leaves rashes and irritation and if inhaled it can cause vomiting, diarrhea, or breathing problems.
