Volodar's Pact

The Aeldrin-Imperial Treaty of 193 IF, more commonly referred to as Volodar's Pact or the Volodarin Pact, saw the brokering of peace between the Aeldrin coalition and the Empire of Nara Tok, following the Aeldrin-Imperial Frontier Battles. The Pact saw the formation of the Empire's first Dual-Exarchy, the province of Volodaria, as well as the assimilation of the southern elves into the imperial regime.   The treaty was first proposed by the leader of the Ai-Vala elves, Volodar, under the guidance of Fragg Blaethwyn. Volodar spoke at the Aeldrin council of 193 IF and successfully convinced the majority of those assembled that some treaty must be sought, else they would face their own extinction. With this success, Volodar was granted permission to lead a diplomatic mission into enemy lands, eventually arriving in the city of Selucia. He was granted an audience with General Inali Anganeux, the leader of the Redcloaks, to begin the ratification of a peace treaty.   They spent several weeks agreeing on the exact details of the treaty which included:
  • The establishment of seventeen enclaves within the province, which were protected from Imperial enroachment.
  • The granting of citizen status to all Aeldrin who chose to live within the Empire's borders.
  • The annexation of the remainder of the Aelder Woods into the new province of Astria-Selucenia (now known more commonly as Volodaria)
  • The establishment of a Dual-Exarchal government - an Exarch in Selucia and an Exarch in Astria, one elven and one human. These two Exarchs would be given equal authority within the Exarchy, though only the Selucian Exarch would be granted a seat in the Senate
The signing of this treaty immediately saw a major cultural crisis among the Aeldrin. Their ancient pact with Daesea had been mostly dissolved by this new mortal pact. This combined with the decimation of their population, and the burning of much of their homeland, resulted in many abandoning their tribes and migrate away from the woods, into the lands of Yethisia and Lucrenia. Those who remained became the Volodarin - the largest elven group within the Empire of Nara Tok, and the last remnants of the ancient Aeldrin.
