Council of Clans

Execution

The Council of Clans convenes to deliberate on significant current affairs that could impact the entire nation. Matters such as managing the threat from a neighboring country are discussed, while the administration of individual clans is left to the discretion of their respective chiefs.

Participants

The Council of Clans is composed of the Chiefs of each clan, often accompanied by their strongest warrior or wisest elder. In times of crisis, a Chief may send their most trusted confidant to represent them. However, tradition dictates that a Chief must attend regular Council meetings in person. Failure to do so is considered a serious breach of protocol. Even if a Chief's confidant attends in their place, the clan will have no official voice in the meeting.

Observance

The Council of Clans occurs on a periodic basis, the exact period of time between Councils depends on the society. Emergency Councils can also be called, typically occurring within one week of the call.
