The Penal Council
A collective of prisoners that sold everything for power these pseudo rulers have control of Panamax for as long as they do not draw the ire of Rorch. These trades usually begin with the forfeit of the to be council person's soul and bargains are made could contain 'kill quotas' being the necessary amount of prisoners they are expected to escort to the fiery gates of hell or perhaps damn a family bloodline with infernal taint resulting in tieflings, infernal sorcerers, or just general torment in the family future.
Structure
An organization made of nine prisoners each being marked by a different archfiend, the greater the power of the archfiend they bargained with the more power they have but the more they sold for power.
Public Agenda
The council is responsible for assigning work to prisoners and ensuring the daily operations of the canal. Additional prisoners could work farming, cooking, or constructing new developments.
