The district's architecture defies conventional engineering, with buildings that lean at physically impossible angles and bridges that seem to connect different moments in time. Their meetings are said to take place in a chamber that exists in thirteen different locations simultaneously, allowing decisions to ripple through reality in ways that ensure their implementation.

The Council has responded by deepening their connection to the Whispering Depths, though some worry this might be exactly what the Dead Gods intended.
