The Feywild soaks up feelings associated with various regions. Over time, a region can become so suffused with a certain essence that fey associated with that essence will spontaneously be birthed there:
Nymphs in sites of great beauty
Satyr where fun and partying is most intense
Hags in areas of pure misery and hatred.

Localization

This occurs within the Feywild, and rarely in areas of the Material Plane suffused with fey magic.
