The Porters
The Porters run the railway system that has grown alongside the human empire. They are seen as true neutral, caring only that the trains run on time, and that the lines are maintained. They do not speak to outsiders (outside of announcing rail events) wear loose coal grey robes with red hems, and aren't generally thought of as an inter-personal presence.
