Turf

Quinn’s Ward Office (HQ) – A red-brick office on 39th plastered with patriotic posters and peeling photos of past fundraisers.
Quinn Construction Co. – A city contractor "with history" that wins more bids than it should and buries more than foundations. Harper Civic Hall – Community center used for rallies, favors, and closed-door deals. "Donated" to the people but controlled by the Ward.  

Npcs

Alderman Francis Quinn (leader) – Thick-necked, silver-haired, and always ten steps ahead. Has a priest’s smile and a butcher’s temper.
Tommy Quinn – CPD patrolman in District 18 and the alderman’s nephew. Known to smooth things over—or stir them up.
Maggie Doyle – Campaign manager and backroom dealmaker. Keeps a whiskey bottle in her drawer and a ledger of secrets in her head.

Situation

Quinn is a survivor. He came up under the old Irish political machine and carved out his power block in Bronzeville before the demographic shift. Now he plays both sides—offering small contracts and protection to rising Black voices while maintaining the old union loyalties that keep him untouchable. The Veil is an inconvenience to him. If it can't be paved over, bought off, or quietly buried, he’s got people for that.   But there's pressure building. The CPD Arcane Division is sniffing around his nephew. A few missing workers from Quinn Construction have whispered names tied to canal-haunts and hollow spaces. And Cece Fields is making noise about a future without "old ghosts in suits."
