Sanctuary (ˈsæŋktjʊəri)

Sanctuary was the most populated city of the Caverns of Dwarovar, the city that never slept - before it's utter destruction during the earthquake of 1443 in the Age of Ruanon.

Demographics

Anyone was free to enter the sanctuary, which made it so you could probably find every species of dali here.

Government

Wealth was power in sanctuary. The wealthiest citizen seized the control of the city, and through widespread corruption and favors, there was always an inner circle of rich individuals that governed. The inner circle funded the projects and Guards of the city, in exchange they did whatever they wanted - as long as they didn't run out of funds - in which case there was always a next up-and-coming Plutocrat to take their place.

Districts

The city was divided into seven layers, the 7th layer being at the top and the 1st layer being at the bottom. The long bridges leading to the main entrance of Sanctuary were located on the 4th layer. The higher districts (or layers) were usually wealthier, had more Plutocrats, oversight, and protection to be found; while the lower layers were more ripe with crime, and less guarded.

The 7th layer was off limits for anyone except the Plutocrat, not even the inner circle was allowed there. Official records state that visiting the 7th layer was against tradition, and was counted as illegal by local laws.

Guilds and Factions

Countless gang headquarters were found here, to name a few Sanctuary held the following criminal organizations (that we know of):

  • Night Rose
  • Bards of Wariés
  • Jesters of Dwarovar
  • History

    The city was constantly changing, with every change of Plutocrat, they brought their own projects and visions with them. The layers were often extended horizontally, through digging operations to widen the cavern.

    Points of interest

    The House of Plutocrats was the central meeting room of the inner circle, it was located in the middle of the 6th layer.

    The squiggly stairs that used to lead between the layers were called "The Snakes of Sanctuary". Which was sometimes also what disliked Plutocrats were called.
