Political Situation

When Subhumans began appearing, they were relegated to science labs and medical research hospitals, being seen as aberrations and mutations. They were experimented upon and treated as less than Human - they were treated as test animals. There were, of course, people who tried to stand up for them, spouting Human Rights mantras and picketing research facilities and corporate headquarters. But that did nothing to stop the inhuman treatment of them.

It wasn't until millions of 'Subhumans' banded together and marched on Washington DC that people really sat up and began to take notice of just how many of them there were. They lobbied for equal rights, which was a far stretch since they had not yet been classified as a minority. That was when President Trump did the absolute stupidest thing he could have done; he declared that these 'Subhumans' were unamerican, and ordered that they be rounded up and put into special holding camps, reminiscent of the concentration camps of WWII.

The Subhumans resisted, of course, and there were a lot of casualties on both sides of the incident, which took place on the streets of Washington DC. Picketing signs became weapons used against the police and national guard units that had been dispatched to round up the beasts. During the altercation, Trump made a public speech denouncing the 'unamerican monsters' as a threat to out country's way of life, and to it's very existence. This fueled hatred on both sides of the issue.

The Subhumans that escaped the 'Battle on the Mall' and the news dubbed it, as well as those who had not actually been there, formed cloisters for mutual protection. Many obtained firearms and weapons of various sorts. They were absolutely not going to be herded like animals into internment camps, and they would fight to prevent it from happening. Plus there were a great number of normal Humans that sided with the Subhumans, joining them in their armed camps.

The largest concentration of these resistance camps was located in the Rocky Mountains where it was easy to avoid detection. The governor of Colorado passed legislation to protect these groups from 'unreasonable incarceration or persecution', making Colorado a safe zone for Subhumans, despite Trump's attempts to counter the legislation legally.
Stratacorps is the name given to large multinational corporations that were eligible for Trump's corporate sovereignty laws. Pfizer stratacorp was in the process of building an arcology just outside of Denver actually offered employment to Subhumans, as well as paying for participation in medical experiments, but only in the state of Colorado.
