A busy minor system of the UIP, holding little importance except as a resource-rich agricultural centre and a place where passengers - and information - tends to pass. Intensive yet ecologically balanced farming practices dominate the local economy, with both land-based fams and orbital lithoponic stacks, fuelling the Rupeean need for the hardy grains and Tritic wheat that dominate their staple cuisine.
Lisas has a common reputation for being the place where spies lurk and information changes hands, and is embedded in the popular culture as a centre for intelligence gathering and daring secret agent business. In truth (according to NavInt) the system is mostly a convenient place for tightbeam communications between innocuous-looking passing ships and the main on-the-ground activity is smuggling. Lisas has been a byword and location for fictional spycraft even as far afield as the Terran Empire, where a semi-recent if culturally insensitive thriller about politically motivated genovial smugglers in Lisas Bandir has taken off beyond reasonable expectations.
The local headquarters of the Alliance of Heroes shapes Lisas as a neutral political space and one where problems are sought to be solved. AoH agents hold a small complex in local orbit which processes and pays bounties for those they consider evildoers... which includes pirates and pirate-hunters alike. The complex dance of vigilante and criminal violence (and everything in between) does a lot to keep the peace for those not involved, but is a constant headache for local security forces. If nothing else, the new Imperial Protectorate has found this way of life to be an excellent source of military recruits who already know a suspicious amount of interstellar raiding tricks.
