The ancient and, for the most part, benign presence of the Dovalni Elven wizard known as Goslar in his high tower in Elkur has been a constant for well over three hundred years. Known to be the foremost expert on the Cacogens within the borders of the Empire, Goslar seeks confirmation of the survival of the hated Cacogens at the same time as he researches spells and magical protections from any future interference. On the one hand, it's been over twenty thousand years since anyone heard from the Cacogen elves on the moon; on the other, they nearly killed the world with a comet, and any precautions that could be taken against a repeat of that episode seem worthwhile.
Far back in the days of Autarchs long past, Goslar had an adventuring career of his own, and in more recent times crossed paths with both Master DiMasco and Archduke Rakkir, the latter when he was but a young man and early in his own adventuring career; but Golslar has never seemed at all interested in the official wizards' college or any of the society of his peers; he holds no official rank and those who know of him hotly debate whether he is a supreme magic wielder above categorization, or is just a hedge wizard, one with eccentric interests but little actual magical power.
