Born to a fairly well-off farming family living outside Bittern, on the Silk-and-Pearl Peninsula of the Blessed Isle, Penzai was taken from his family at the age of 10 by Immaculate monks. They, of course, were not. They were Sidereals who had come to collect him to Yu-Shan for training.
He was initially assigned to the Center Convention, but he grew increasingly dissatisfied with the social stagnation of the Realm, particularly where it involved peasants and slaves. After arranging auspicious opportunity for a revolt of the lower classes, he was exiled off... where he could be far less of a problem.
