Enchantment technology is quite specialized and requires preparation.
Most who are able to afford enchantment technology get it themselves, as it is a better investment than paying someone else to enchant things for you.
Uses Lapis Lazuli, bookshelves (full of relevant books and scriptures), and an enchantment table.
The process is slightly different depending on the modifications you wish to make to the armor, weapon, or tool you are trying to enchant, but generally, it takes concentrated time and effort to enchant something, at least a day's time.
