Mevat

In the extreme north of Paltroy, in the frozen wastes lies the ruins of the city of Mevat. Paltroy history says that Mevat was destroyed centuries ago in a cowardly attack by their long-time enemies, the Kellerian Empire. Since then, the people of Platroy only know of Mevat in history and myth. Two major things that the people don’t know is that Paltroy does not really have death penalty, though the government pretends that it does and that Mevat still exists. The city itself is in ruins and a mere shadow of its former glory. Over 300 years ago strange creatures started wandering out of the wastes. Grotesque creatures that would have the heads and limbs of animals, but the torsos and necks looked humanoid, as if they were merely people wearing incomplete animal costumes. The animal parts are real though and the claws and fangs of the beast people are deadly. At first the city’s defenders were able to hold off the creatures attacking, but eventually after a few decades of fighting, they were able to breach the walls and nearly lay complete waste to the city. Since then, anyone sentenced to death was secretly sent to Mevat. They would take up arms and serve to fight the creatures’ attacks and die defending Mevat and therefore keeping the horde from traveling further into greater Paltroy or they would die alone in the frozen wastes. Though much of the architecture of the city was destroyed the walls have been repaired and added onto and there is a somewhat thriving community there. There are shops and even taverns there, run by those who can’t fight, but can still work in other ways. Even though this is a penal colony, and the army is a penal legion, Mevat still gets regularly supplied, with shipments of food and equipment arriving from greater Paltroy monthly. Those living in Mevat have no idea where they are geographically in relation to the rest of Paltroy, but based on how long it takes for new arrivals to arrive, it is estimated that they are well over a hundred and fifty miles from any kind of civilization.
