Kharam

Kharam is the capital of the Vicean Hegemony.  It predates the other major powers of Colarn by thousands of years. The Viceans have always had a strong economy and business is key to the politics and culture of this nation. Some historians believe that the basic foundations of the world's economy were created and began in earnest here. The Brilwrack University's business school in Kharam, is the oldest and arguably the finest place to learn about business and economics. All leaders of the Hegemony attend the advanced business courses here because the economy is considered more important than even the well-being of the Vicean people. Military and religious leaders also take these courses so as to educate them on the importance of maintaining the wealth of the nation and to take into consideration how any military or religious decisions that they may make could impact the economy and to better decide the risk versus the rewards that their decisions could have economically.   The Grand Market Place is the oldest Bazaar in the world and some of the vendors families have plied their trade there for thousands of years. It sits a quarter mile from the docks so that items can be sent from and brought to market as swiftly as possibly. The docks are well defended by the powerful Vicean fleets, and a massive magical flying keep. It has long been said that if you can't find an item in the Grand Market Place then it simply doesn't exist and most people who have visited will attest to the veracity of that statement.  The bazaar is overlooked by the large 12 story Government House building which is the center of government for the entire nation.  Less a palace than other ruling nations' centers of government and more business office building.    Embassies from all over Colarn are in Kharam, with Paltroy being a notable exception as Paltroy has a long-standing history of hatred towards Vicea for the centuries of enslaving their peoples before Paltroy had even organized as a nation. Many nations have outlawed slavery and do not condone it. To placate these nations and trade partners, Vicea has officially outlawed slavery. Unofficially they look the other way when the Vicean Houses engage in it. The Kellerian Empire has been engaging in trade with Vicea for several thousand years and is well aware of their global raids for slaves, but they had been too valuable a business ally to cut off over what the diplomats consider "minor moral failings". The Viceans have begun to seriously reconsider their slavery traditions these past several decades as Tabrua, the Gnoll nation, has begun to rise as a major economic power that may soon overtake Vicea.
