Arbiter

According to Lord Elijah Wallace, Arbiter is a name given to those whose word is binding. He believes Justin may be one.
He believes that it is less about their word being binding and more that they can alter the world by changing its 'code' from within. The 'Word of God'.
There is a belief by some that they represent a confluence of sorts and they end up embroiled in momentous events.
