The Umbral Arcana is a powerful spell that spans the width and breath of the entire city of Cielo Vista. It distorts the perception of humans who see the Fae or their magic. A truly strong-willed person can break the grip of the Umbral Arcana if the phenomena they see is truly bizarre. In that case, the human would be subject to Fae laws.
