Inquisition de Loup

The Inquisition de Loup (I.d.L.) initially began in Europe around the time of the Great Purge and was responsible for the investigation into claims of wolves on a rampage, especially in the event that the wolf in question was being reported by a neighboring pack. In order to have some semblance of an impartial third party investigate the I.d.L. would dispatch an inquisitor to investigate, who would then give the verdict and potentially call in a team of Hunters to dispatch of the wrongdoers. These practices devolved over time, as the need for justification in order to order a she-wolf hunt became less and less regarded and the institution began to seek out she-wolves with bands of hunters in order to simply slaughter them. When the werewolves of North America were organizing themselves, they understood the need to have a third party that would adjudicate in disagreements and proposed the creation of their own version of the I.d.L. but, unlike Europe, they did not want this organization to devolve into bands of roaming killers and came up with their own form of checks and balances, inspired by their human countrymen.

How it works

1. A Crime is Reported to the I.d.L. The crime must be between two different packs or have occurred in an autonomous or neutral zone. If there was involvement with any of the Indigenous Packlands, the I.d.L. will immediately confer with them based upon their own local customs as per treaty agreements.
2. Investigators are assigned There are three regions of the North American Werewolf Confederacy. Canada-Greenland-Alaska, the United States and its occupied territories (other than Alaska), and Central America. If the crime occurred in Mexico, an investigator from both the United States and Canada will be assigned to the case. These investigators are anonymous volunteers and are excused from all of their associated pack duties for the duration of the investigation.
3. Investigators Gather Evidence Much like human police forces, the investigators impartially gather evidence and testimonies. They are often equipped with truth charms and other such magical items to verify the authenticity of the claims. They do not typically pronounce any sort of judgement or do anything other than investigate unless it is a situation which there is suspected immediate child, female, or nova endangerment, in which case the endangered individuals are removed and taken back with them to the Headquarters in D.C.
4. Investigators Present the Case The individuals who are accused are brought to D.C. for a hearing in which the investigators present the evidence and case that they have been able to piece together, the accused and aggrieved parties are allowed to speak, then the Triumvirate make their determination.

Is this system effective?

There are many problems present in the current system, from the fact the investigators are not at all qualified by any standards and may or may not be any good at the investigation they are doing. They do not have experience, do not have oversight, and are assumed to be impartial due to a lack of geographic connection alone. The Daughters of Leto have tracked their case rates especially with regards to She-Wolf accusations, child endangerment, and the Bride Market and found that in the last 50 years, a staggering number of the cases involving packs that are very active in the marriage market have been investigated and found be baseless accusations only for one or both of the investigator's packs to be given favorable treatment in future dealings for marriage arrangement within five years of the acquittal. Anonymous letters bringing this up to the I.d.L. and the Triumvirate over this time period have been completely ignored.
There has only been one case in which the abuses by the I.d.L. investigators have been investigated and brought to a court case. The original case was of a young woman who had allegedly been kidnapped by a registered lone wolf in the area. The investigators came back with evidence that the girl had run away with the man of her own volition and, since she was over the legal age of adulthood, could not be retrieved. Her family was outraged by this ruling and went to find the wolf that had kidnapped their daughter, only to find him dead and their child abducted again. They were able to identify the scent of the investigator in the house and the case was sent to the I.d.L. again as he had already returned home. By the time the girl was retrieved, she was heavily pregnant and the family petitioned the I.d.L. to acknowledge their negligence and the spoiling of their daughter's marriage contract. The erstwhile investigator was executed for bridal theft and the girl was married into a highly esteemed son of her local representative's family as compensation for the damage. The fact that there is a severely punitive system in place for those who make baseless accusations to be fined or stripped of territory depending upon the severity of the slander, there is unfortunately a very low chance crimes are reported and are generally dealt with quietly between pack feuds.
