Second Empire of Szewia

Government Structure of the Second Empire of Szewia

The Second Empire of Szewia, centralized and patriarchal, integrates strong imperial control with limited regional autonomy, especially in specific duchies. The governance structure reflects a hierarchical system aimed at maintaining unity and stability across its diverse territories.

Key Features of the Government Structure

  1. The Emperor The Emperor, who is also the King of Ruden, holds the highest authority in the Second Empire of Szewia. This dual role ensures centralized control over the empire. The Emperor's power extends over legislative, executive, and judicial functions. The role is hereditary, following a patriarchal line of succession.   2. The Crown Prince The first male child of the Emperor, known as the Crown Prince, is actively involved in governance. He is groomed for future leadership and participates in council meetings to learn statecraft and administration.   3. The Imperial Council The Imperial Council advises the Emperor on various matters. It is composed of high-ranking officials, nobles, and representatives from key regions. The council includes:
  • Grand Vizier: The chief advisor responsible for implementing the Emperor’s policies and coordinating with provincial governors.
  • Dukes of Autonomous Duchies: The dukes of C'aras Irus and E'endemath, who manage their duchies with significant autonomy.
  • Kings of the Three Crowns: The kings of Ruden, Polia, and Chechy, overseeing their respective kingdoms.
  • The Crown Prince: The Emperor’s first male child, who is prepared for future rule.
  • Provincial and Regional Governance

      1. The Three Crowns Mechanic The governance includes three primary kingdoms—Ruden, Polia, and Chechy—each with its own crown and varying degrees of autonomy under the overarching rule of the Emperor.
  • The Crown of Ruden: As the ruling kingdom and seat of the imperial capital, Miasto Szewin, Ruden holds the highest authority and oversees the entire empire. The King of Ruden is also the Emperor.
  • The Crown of Polia: Polia, known for its fertile lands, has limited regional autonomy and is closely controlled by the central government. It is governed by provincial governors who ensure compliance with imperial policies.
  • The Crown of Chechy: Chechy retains more regional identity and administrative functions, allowing it a higher degree of autonomy compared to Polia. It is managed by local governors who report to the imperial council.
  • 2. Autonomous Duchies   C'aras Irus Duchy:
  • Located in the southeast, this coastal duchy operates under a special autonomous decree. It is governed by its own duke, managing internal affairs with minimal interference from the central government.
  • E'endemath Duchy:
  • North of C'aras Irus, E'endemath also has an autonomous decree, allowing considerable self-governance while remaining loyal to the empire and adhering to broader policies.
  • 3. Ruden Kingdom
  • Situated between the autonomous duchies, the Ruden Kingdom includes the imperial capital, Miasto Szewin. It serves as both the kingdom and imperial capital, managing central administrative and imperial affairs.
  • 4. Polia Kingdom
  • Beyond the Grand Mountains, Polia is a crucial agricultural region closely governed by imperial authorities with limited regional autonomy. It is important for food production and economic stability.
  • 5. Chechy Kingdom
  • South of Polia, Chechy has a higher degree of regional autonomy compared to Polia, allowing it to manage local affairs with more independence. It is known for its cultural significance and historical heritage.
  • 6. East Frontia Duchy
  • North of Chechy, this strategically important duchy has less autonomy compared to the coastal duchies. It is directly administered by imperial officials. Historically, the entire Frontia region has sometimes been under the empire's control as a vassal or occupied territory, extending the empire's influence.
