Generic Law

The GENERIC LAW of the As'hika Empire

 

By the Authority of His Imperial Majesty, Holy Emperor Achilleus Chliarinos

  Proclaimed on the Tenth Day of Cotoneum, in the Year of Ascension 1  

Preamble

  Whereas it hath pleased the sovereign will and pleasure of His Imperial Majesty, Emperor Achilleus Chliarinos, to establish a uniform system of laws to promote peace, ensure justice, and maintain order throughout his vast dominions; and to bind the Empire together in a common allegiance while respecting the variegated tapestry of regional customs and traditions:   **Be it therefore Enacted**, by the authority of His Imperial Majesty, as follows:  

Chapter the First: On the Rights and Privileges of the Subjects

  Article I: All persons residing within the bounds of the Empire shall enjoy the inviolable rights to life and liberty, property acquisition, and the pursuit of happiness, safeguarded by the impartial justice of the Empire’s courts.   Article II: Each subject shall be granted the freedom to express their beliefs and assemble peaceably; provided such expressions and assemblies do not breach the peace or infringe upon the rights of others, nor disturb the public order as maintained by Imperial decree.  

Chapter the Second: On Civil Matters and Domestic Governance

  Article III: Marriage within the Empire shall be contracted upon mutual consent of parties legally eligible to wed. Such contracts shall be recognized by either civil or religious authorities, whichever is deemed appropriate by the parties involved.   Article IV: Regarding the disposition of estates and the execution of wills: All such legal documents must be drafted in accordance with the law, witnessed by no fewer than three persons, and duly recorded in the local civil registry to take effect.   Article V: All debts duly contracted and other obligations arising from legally binding contracts shall be enforceable by law, with recourse available through the civil courts of the Empire.  

Chapter the Third: On the Establishment and Support of Religious Institutions

  Article VI: Every vassal under the rule of the Empire shall establish and maintain at least one sanctuary dedicated to the Triumvirate Ascendancy, to serve not only as a place of worship but also as a center for community gatherings and spiritual learning, ensuring the spread and practice of the state-sanctioned religion across the Empire.   Article VII: These sanctuaries shall receive the protection of the Empire and shall be entitled to a portion of local tithes and taxes, to be administered by local religious authorities under the supervision of the Imperial Ministry of Religious Affairs.  

Chapter the Fourth: On Crimes and Punishments

  Article VIII: Heinous crimes such as treason, murder, and other felonies shall be met with the severest penalties prescribed by law, including death or penal servitude, as determined by the gravity of the offence and the circumstances surrounding its commission.   Article IX: Lesser offenses, including but not restricted to petty theft, public disorder, and minor assaults, shall be punishable by fines, imprisonment, or other corrective measures as deemed fit by the judicial authorities.  

Chapter the Fifth: On Trade and Commerce

  Article X: All domestic and foreign merchants shall be free to engage in trade within the Empire’s markets under fair and equitable conditions established by the Imperial Ministry of Commerce.   Article XI: Duties and tariffs shall be levied in accordance with the law, and all goods entering or leaving the Empire shall be subject to inspection by duly appointed customs officials.  

Chapter the Sixth: General Provisions

  Article XII: This law shall be supreme throughout the Empire, and any existing laws, decrees, or ordinances in conflict with it are hereby repealed or amended accordingly.   Affirmed under my hand and the Great Seal of the Empire, in the As'hika Citadel, on the Tenth Day of Cotoneum, in the Year of our Ascendancy 1.   Emperor Achilleus Chliarinos
