Balthazar was the Sheriff of Chicago through the reigns of both Prince Lodin and Prince Johnson including the period during which the Primogen Council ruled the city. When Kevin Jackson was elected, Balthazar was ousted from his position for his brutality and blatant racism towards the young Prince. Since then he has allied with the seedier elements of Kindred and mortal society and according to some, plots his revenge.
