The Grand Goblin Research Enclave creates smaller enclaves in order to combat bureaucratic buildup.

Also known as: Tla'Harc's Final Act   The way that the Goblin's initial research enclave was set up meant that all research had to be approved, managed, and verified by a single body. Since most goblins wanted to do this research, and not clerical work, the Grand Goblin Research Enclave was severely understaffed.   Tla'Harc had seen that this would be an issue that would face the Goblins, so when he was in power, he passed a law that went largely ignored that would come to be known as Tla'Harc's Far Grasp. It gave the present lead of the Grand Enclave the ability to create smaller enclaves that would be largely independant of the Grand Enclave.   While the Grand Enclave would still be able to influence funding and the general parameters of the research done by the new enclave, they would not be in charge of prcisely what research the enclave undertook, nor would they have the onus of approving or verifying the research.   This allowed the then leader of the Grand Enclave, Sur'Gunh, to create new enclaves so that goblins could continue to do what they leved.
