A static roll is defined as anytime a character makes an action that affects a non-sentient or non-resisting target, These rolls can be summarized as player vs environment actions where the environment does not get a roll to resist. A static roll does not necessarily denote an easy roll, however. A home security system crafted by a world-renowned security professional might have a difficulty of 9 to breach, while a homemade door without a deadbolt might have a difficulty of 4 to breach. In either case, the security system is not fighting back against the character, so the character only needs to score one success to achieve the stated goals of their action. The exception to this is if the GM gives the static roll a threshold of successes. The high end security system, for example, may have numerous fail-safes and counter-measures so the GM may determine that a player will need to roll multiple successes in order to breach such a system.
