Wyrmlings' Clutch Warband of Phelosipisis - ring

This band, made from the middle talons of dragon wyrmlings ripped from their claws during the long uprising at the end of the Drogonstall empire is meant to be worn by resistance leaders so that they may be recognized.  This particular band was worn by Phelosipisis who labored with techniques of non violent and peaceful protests until his family was executed in slow dragon breath to make an example of his type.  In retaliation, he murdered his sovereigns clutch eggs with his obsidian knife, and fashioned himself this ring.  
Turning against his very philosophy, the ring was always a symbol of his personal betrayal, and it absorbed those feelings passing them on to whoever wears the ring so that they will also feel constant disgust.  
Taking an action to spin the ring around the wearer's finger hard enough to draw blood will allow the wearer to be heard clearly across battlefields (300ft) until the end of their next turn.
