Drogonstall Empire

The Drogonstall Empire once ruled over all known land.  It was an Empire in name only with feudal states being managed by dragons, who fought with one another and used their subjects as food, wealth, and levies.  The warring feudal states bowed, generally, to the oldest and must cunning dragons, and all the other races suffered.  Eventually the elves fostered their knowledge of magic beyond what was allowed, and sequestered their greatest mages away from the culling.  Once the time was right, the elves led a guerrilla uprising against individual dragons, and the ensuing chaos and power vacuums helped clear the way for the dominion of dragons to end, giving rise to a new Empire.
