Shelby becomes the new supreme leader of the Meow Order because Mason was captured in the Battle of Aldervale. During Shelby’s time as a leader, she was a weak leader which was one of the reasons why the Meow Order was losing the Cat Wars. Shelby was also easy to overthrow when Mason returned and executed Order 42.
