Second Council of Dragons

Lilgardelar having served as Dragon-King to the dragonborn for nearly a century has grown content with his fortunes. He now controls the largest hoard ever amassed by a single dragon and decides it is time to retire in peace. He calls the for new Council of Dragons to meet, and demands that they chose a worthy successor before he departs. The dragons meet for weeks in fierce debate eventually declaring Graloth Rubrum Dragon-King of Lilgar.
Graloth is an aggressive dragon and seeks to gain more wealth for the dragons lairing upon Divinum Mons. Graloth realizes that to increase the plunder he must greatly expand the population of the dragonborn. He devises a plan and approaches the other dragons, he proposes to use an additional five Diventia that have been gathered to create new dragonborn. This clutch will be created from the chromatic dragons and seeks volunteers, one from each chromatic color. Graloth was wise and cunning knowing this plan would draw the ire of several dragons who would be concerned over his increased power. Graloth in turn offered to appoint a High Priest of Erenkyl, named summus dracerdos. This office would be equal to the Dragon-King and serve as a counterbalance to his power. The dragons consented to his request and named Tiszentuth Argentea as summus dracerdos.
With the number of dragonborn greatly increased Graloth began to build his army. Similar to Lilgaradelar he divided the families of the chromatic dragons into three groups dens, unguibus, and cornu. Each group was able to appoint a dicentis or ward leader that would collect a tax of plunder and a military levy requiring each group to provide one hundred soldiers for the Draconion Army. This swelled the ranks of the military to six hundred in number and each was lead by an adult dragon. These were sent forth among the neighboring lands to conquer and build greatly increasing the number of Draconion settlements.
The last major enactment of Graloth was creating a personal guard to protect his hoard. To train an elite squad of soldiers he created the Talons of Erenkyl, a restricted society of soldiers selected for their martial supremacy. These soldiers carried magical arms, flaming swords, and magical armor and shields. Graloth secretly trained the Talons of Erenkyl to excel at fighting and defeating dragons worried other dragons may grow jealous of his hoard. Often simply called Talons, this society of professional soldiers grew and Graloth would eventually also use them as a form of city watch.
During the reign Graloth the lands controlled by Lilgar would expand and eventually become the Kingdom of Draconia. As the population of the dragonborn grew and new settlements created the army also swelled. By the time Graloth was killed the army numbered six thousand each group providing a thousand foot soldiers and an additional ten specialized fighters selected to join the Talons of Erenkyl. The Kingdom of Draconia was already on its way to becoming the dominant power on Casus Simtura.

Summary

Lilgaradelar retires as Dragon-King and the Council of Dragons appoint Graloth Rubrum as king. Graloth creates the chromatic dragonborn and builds a powerful army. Using the increased power of this forces Graloth captures and builds a number of settlements forming the Kingdom of Draconia.
