First Council of Dragons

For generations powerful dragons and their kin fought brutally over the Divinum Mons, the sacred resting place of their god Erenkyl. A number of powerful ancient dragons were killed during these conflicts and far more were left scarred and disabled. Lilgaradelar Aurei the Wise, having recently claimed the mountain during a violent skirmish that left several ancient dragons slain, put forth a summons to all dragonkind. Lilgaradelar invited any dragon to lair at Divinum Mons and further established the First Council of Dragons, a meeting of all ancient dragons.   At the first Council of Dragons Lilgaradelar presented five Diventia that he had collected. Lilgaradelar proposed using these Divine Seeds to create a servitor race called the dragonborn. Created in the image of dragons but weaker these new creatures would gather food and treasure for the dragons who laired upon Divinum Mons. Lilgaradelar would rule over these dragons as the first Dragon-King in exchange for the prized Diventia.   After the council convened Lilgaradelar gathered volunteers from each of the metallic dragons including his mate Avracecanan. The first clutch of dragonborn were born from these eggs provided by a dragon of each metallic color. These dragonborn were led to hills near the foot of the Divinum Mons where Lilgaradelar assisted them in carving out an area for a new settlement. This settlement was named Lilgar in honor of its founder and the dragonborn living here flourished.   Lilgaradelar Aurei the Wise would rule as the first Dragon-King over Lilgar for the next eighty years. As its leader the gold dragon focused on the security and politics of the city determined to create a solid foundation for the future of Lilgar. Beginning with fortifying the surrounding hillside, Lilgaradelar advised the dragonborn to build a large wall around the settlement called the Palantine. Next Lilgar established a ruling body of the dragonborn called the Draconion Assembly, selecting a member from each of the first one hundred families. Lastly he divided all the dragonborn into one of three groups, known as the dens, unguibus, and cornu. Each group would be tasked with gathering loot and food for the dragons.

Summary

Lilgaradelar Aurei the Wise decrees that any dragon is free to live on Divinum Mons. He then convenes the first Council of Dragons to create the dragonborn and build a settlement called Lilgar for the dragonborn to live in. The dragonborn are tasked with growing crops, raising livestock, and raiding to capture loot. Thus the dragons needing to do no work are able to eat well and gain treasure in the safety of their lairs at Divinum Mons.

Historical Basis

Little of this myth is believed to be true but it does establish the building of Lilgar which will serve as capital to the later Draconion Empire, the largest and most powerful kingdom on Casus Simtura. The Draconic Assembly was notably only available to members of the metallic dragonborn until 260 PCD but likely under different circumstances. Lastly it has been documented that Divinum Mons has a higher density of dragon lairs than usual but this may simply be due to its sacred value.
