Utresh is controlled by those who wield non-clerical magic, mostly sorcerers. Magic is for the upper class only. If a commoner is born a sorcerer s/he is taken from his/her family and forced to join The Magic Academy in the capital. Commoners who break the law and learn magic is also forced to join the magic academy. Why waste an asset? Some might think that it is a sweet deal is wrong. Those who are forced to join will never see their familes again. It is a prison, where the inmates/students will be subjected to cruel experiments if the teachers find it necessary.
