The Wererat Plague.

Ozperia has a wererat plaque. The problem has escalated to a point, where it is almost out of control. Unfortunately for Ozperia, most wererats are crafty critters and know how to hide. A recent phenomena has rendered a large portion of the natural born wererats incapable of transmitting the disease. Some speculate that these specimens arent were rats at all, but something new. 
This gives players an opportunity to roleplay as these new creatures.
Most wererats are killed on sight in Ozperia, but some are "dissappeared" by the Houses.
