Monnoc has a reputation for underhandedness in everything. It has some of the best assassins on the continent. They move in shadows, and strike when you least expect it.

Magic is a tool like anything else in Monnoc. A tool to be taken advantage of and exploited to its fullest extend. The church decides who gets to wield magic, and those who practice without permission are killed.
Just because the church decides who who gets to wield magic, it is expected that anyone able to wield magic will do so regardless. The rule is used as a tool to assert power over others when required. There is no real reason why the rule is in place in a neutral evil society, except "Because we say so".
